Doorway in the Dark

There is no NPC to turn the Doorway in the Dark quest into. It shows on my mini map and the main map but the NPC is not there.

confirmed same issue here, skip cutscene and trall is not there

Same issue. Attempted to watch through the cut scene no option to turn in. Dropped the quest and skipped the cut scene, same issue.
