Have you not gotten access to the tomes yet? I stopped bothering with Devos when I realized I could just spend a few hundred Grateful Offerings and get it easily.
Gotta grind Devos or grind grateful offerings… I just consider myself very unlucky… I’ve even payed for Spire carries trying to get the damn legendary to drop… you’d think at this stage they’d just change it to be 100% drop rate by now to help out…
Sure, but grateful offerings are somewhat passive - I really only bothered going to events that gave anima and ended up with a few hundred of them before I finished buying up my covenant upgrades. It was easily enough to get all of the legendaries from tomes.

By the time i have enough embers to make rank 6 I’ll have more than enough ash to make it a cloak so it’s a non issue
You must have the worst luck ever. At +5 leggos are almost guaranteed

are you sure you havent gotten it already and maybe accidentally put it in your bank? ive seen stranger things happen
