Don't remove layers if you're going to allow transfers

I know there’s already a thread, but stuff like this doesn’t get fixed unless you complain about it. 1.7k Queue on a Sunday, SHOULDN’T be happening.
Either disable transfers to Arugal or put layers on BEFORE you open the gates.
