Don't lock Jailer's Gauntlet/hide upper layers

Two on-the-ground issues with Jailer’s Gauntlet.

  1. People will join for a Layer 5, but not if they have to do Layer’s 1-4. It would be great if we just opened the place up.

  2. No idea why you hide the upper layers until 4 is done. I talk to so many Layer 4 groups, asking if they’ll do a 5 after and they think I’m screwing with them.

Please make these simple changes for those of us that enjoy Torghast.
