The latest PTR build attached appearances to the Raid weapon drops, and the datamined flails are nowhere to be found.
It’s possible that we aren’t getting more flail appearances after all, or that they are otherwise going to be reserved for some time-limited event or something.
Things could still change before 9.1 releases, but it’s not looking too promising for flails at the moment.

Some people saw flails datamined from the early 9.1 PTR builds and got excited over it. I think people who expect the new flail appearances to be obtainable in 9.1 may be setting themselves up for disappointment.
Personally, I’ve been assuming that Blizzard won’t ever add another flail transmog appearance ever again because of the Mage Tower exclusivity, but that’s just me.
And yeah, flail physics could definitely be better.
Though really, we’re just going to have to wait and see about this. So far in this first wave of models added to the Raid weapon items on PTR, the new flails are nowhere to be seen.
Maybe there were physics problems that couldn’t be resolved, maybe they decided that it would ruin the exclusivity of the Mage Tower skins, or maybe they simply plan to add them in a future PTR update.
The message has been heard loud and clear by several interviewers asking: when we get a new mage tower?
perhaps blizzard decided they could afford to put one in a future patch?
So they withdrew the flail to make flails exclusive to mage tier style content.
Topic: Are people are flat out flailed out? Or: Why has Blizz failed to flail? …maybe even ‘why is Blizz flailing us!?’
