Considering the limited range, and how poorly prot mitigates magic damage anyhow, it would hardly be too strong if buffed. People might actually take it consistently.
Barely any damage is purely physical, with several having the option of just choosing to be magical, e.g. Holystrike.

However IF they do, they need to make it a choice node in the warrior class talent tree with heroic leap if they are gonna make it a 30 second cooldown. making it a choice node with pvp will give us one less pvp talent for 0 reason.
You really don’t know how warriors work…to do any of what you asked in combination with each other like you have it listed you need more pvp talents than you have available. Your CC chain would leave you a sitting duck.
On top of that DC has been in the game less time than heroic leap… so its not a legacy talent compared to HL. DC’s utility is as an interrupt, exactly what prot warrior is designed to be, a massive interrupting fighter. We NEED more of that in game with the meta comps going on.
My solution is if they can turn dragons into a 2 part ability (start and stop) why not allow it to replace heroic leap and allow the first part to be dragons charge and the “stop” to be heroic leap. keep the 30 second cooldown, and get rid of the talent in pvp. Everyone gets what they want. Less button bloat, longer CD on Dragons Charge, fun factor remains intact. Devs are happy, players are happy.
The problem is they won’t let tanks be durable and they won’t let tanks have any degree of offense. The only purpose a tank could find in PVP was as a disruptor, but now they don’t even want that.
They clearly have no issue with classes being durable since they’ve turned healers into tanks wearing dresses.
And they clearly have no issue with classes having excessive CC since Rogues get to have more control than any other class even when they have the highest offensive output in the game.
The whole situation is complete and utter bullsh!t that only serves to further exclude entire role from PVP.
They did, they killed my Prot warrior that I played for years…
