Does the zones scale with the level of your character

I am following Zygor Guides and currently levelling as a Level 35 Human Paladin in Cape of Stranglethorn.
However all the enemies I am encountering are maxed out as Level 30 and Im literaaly killing them with one auto attack.

Is this normal or is it a bug?? It happened as soon as I became Level 35 in Stranglethorn Vale. Level 34 and below was normal.

Its getting a little boring

The quests and mobs will only scale up to 60 if you are in Chromie time, which you can activate by talking to Chromie (look for the hourglass on your map in Stormwind or Orgrimmar). Stranglethorn Vale quests would be within the Cataclysm timeline. If it is your first character and you’ve never leveled to 60 before, then you will have to either level in BFA (which scales to 60 by default) or find level-appropriate quests in older zones. You can zoom out on the continent maps and hover over each zone to see what the level range is for each area.
