wowhead lists tranquillen tabard as an item sold by the tranquillen rep vendor but its not there. is it not in game?
The what? Tranquilien isn’t a reputation, it’s probably an unused asset and you just can’t get it.

It never made it past original TBC beta IIRC - it did end up with its own item code but was never actually implemented
