Improved Imp increases firebolt, fire shield, and blood pact by 30%. From 7 to 9 for fire shield, and 9 to 11 for blood pact (According to the tooltip), however when applied these buffs STILL only buff you the base amount, without any bonus. I’ve seen bug reports from this years ago, so has this just never been fixed?

Are you looking at the actual stats or the tooltip on the buff bar?
In this era of the game, talents do not affect buff tooltips (but as you pointed out, it does affect the spell tooltips in most cases).
