… you’re still leveling fishing? Or is it only a chance to drop if you’re maxed on fishing? Anyone know? Just debating if I can count all of the fish I gathered up while I was leveling it or if I’m starting my fish count from the time I hit 200.

As far as I know, fishing level doesn’t matter. Everyone has the same chance to get it, fishing poles, fishing equipment, etc. don’t affect it.
The important thing is you’ll get soon. On . The . Next. Cast. 
Don’t worry, statistically speaking, you’ll be max level fishing by the time you get it, even if you start at zero.
Then you can have your 60% speed mount and never use it.
Its a fun reason to level fishing which I haven’t done this expansion yet.

Oh, I found the article. Blizz says it’s not working as intended. So it’ll get fixed eventually to work as a normal mount.
It’s bugged (or possibly intended) to be 60% movement speed in land-locked zones, though it seems to work normally anywhere flying is available.

I’d make sure you have SL fishing but you don’t need to have it maxed out. The higher your fishing level, the less likely you are to find things like…. Boots.
Also, friendly tip, you can use Elysian Thade bait (or Lost Sole bait but why is that even necessary, why does this item even exist) so that you can fish up something useful while you are fishing up the goop.
Like Ghosted said, by the time you get it, you’ll have max fishing, so it doesn’t matter regardless.
I can attest to that, I just maxed out fishing on a character in Zereth Mortis for every single cast. Nothing dropped.
I’m still wondering if Strange Goop drops, period.
I’m at 1600ish fishies then. So knowing my RNG luck, I’ll see it in another 1600ish fishies. 
Hope they fix the mount soon so that this isn’t a waste of time. lol
I have 15 characters parked at Hirukon, all with Shadowlands Fishing. I use Elysian Thade bait, and fish my a** off while I wait for Hirukon summon groups. I’m at 3400 casts right now and no luck on the Strange Goop. I have killed Hirukon about 70 times. Debating on keeping / selling the Goop if and when it drops. Then just hoping for the 1% mount drop in the raid group. I have seen 3 (2 extras) drop from raid groups multiple times.
You only get a chance at the mount once a day.
