So I always keep my Vampiric Touch > Devouring Plague and Mind Blast at All times because it’s Shadow Priest thing to keep those up and now I notice that even I have the Improved Mind Blast which it gives you a 100% chance to reduce all healing done to your target by 20% for 10 sec while you are in your Shadowform, So It seems that it doesn’t work like it used to be, because when I was applying a Mind Blast on my Target the Debuff Does work but falls off after 3 to 4 seconds but most of the time it doesn’t work at all.

But right now When I was doing a Mind Blast on my Target the debuff doesn’t work or falls off in 3 to 4 seconds all the time.
It’s probably a more effective healing reduction or a longer duration one being applied to the target. When that happens, your debuff will prematurely fade.
