Does consuming 5 souls mean you are getting healed for 40% of recent dmg ot just 8% as it all comes in at once?
Added onto that thought, would that mean gluttony has 5 chances to trigger on a 5 soul consumption or one chance because it looks at “consumption”?
I guess my confusion is that it doesn’t specify “per soul” but says when you consume a soul instead.

It stacks, yes. Each soul consumed is considered its own event, so effects that trigger off of soul consumption trigger (or have a chance to trigger) per soul, not as a sum (ie, 5 chances to trigger at the normal proc chance, not 1 chance at 5 times the proc chance).
However, this only applies to things with fixed proc chances on consumption. Gluttony is 1 RPPM, and RPPM grants each proc event a variable chance to proc based on the interval since the last procable event. Since each soul consumed is an individual event, only the first soul consumed in a batch has a chance to proc Gluttony, since each of the following souls is occurring (nearly) simultaneously with the first, and thus effectively has a 0% proc chance.
However, this doesn’t actually hurt Gluttony, and is one of the strengths of the RPPM system in general. It doesn’t matter if you’re consuming 1 soul every 1.5 seconds or 1+ souls every 7.5 seconds, your average procs per minute is the same. If you’re consuming a soul every 1.5s, a 1 RPPM effect would have a 2.5% (1.5/60) chance of procing on each consumption. 40 consumptions per minute results in an average of 1 proc every minute.
If you instead consume 1 (or more, since only the first one “counts” for RPPM procs) souls every 7.5 seconds, your chance per consumption is 12.5% (7.5/60). 8 consumptions per minute results in an average of 1 proc every minute.
So the TL;DR for Gluttony is that it doesn’t really matter. It doesn’t matter how many or how often* you consume souls, you should still see an average of 1 + haste% procs per minute.
* Small caveat. The “interval since last procable event” in RPPM caps at 10s, so if you fail to consume a soul for more than 10 seconds, you actually start losing average procs. This also means that no consumption event can have more than a (1+haste%)/6 chance of procing, which is 16.7% at 0 haste.
