Probably not, at least in the overwhelming majority of cases.
The only thing they really crack down on is verbal and potentially some exploitive stuff.
It’s probably not a super easy thing to hammer/prove. So with a ton of incoming issues, they triage and go with the low hanging fruit: clear exploits, dumb language, stuff that is rather easy to yes/no.
But I want to say sometimes, as I have seen a post or two, even one recently from a player who AFK’d a bit too much BG’s and got the hammer.
In the past it was easier to tell, for example on a rogue in dragonflight I went to the far corner of the map away from everyone, they play fought in the middle not pushing one another, and they started shooting aoe in my far corner lol. They were in Discord relaying info, hey the rogue is over there lol.
Now days though its harder to tell, ALOT of trolls, and just tilted players that quit…
it is really easy to prove they are blocking progress by just looking at the healing/damage done.
these people do nothing for whole rounds
Imagine getting banned because your healing was 0 after your warrior heroic leaped and charged around a pillar on opener and died insta
i mean… obviously they should look at match length also.
if a round goes for a min and you just dont do anything at all… thats a problem.

The only feasible way I could see you managing to report someone properly for gameplay sabotage is if you manually reported them through “purchase issue” or something.
Manual reports do sometimes get looked at, that is directly contacting CS. The in-game system is all automated, so unless they get reported by multiple people every game they won’t get caught.
Garbage system, of course, but Microsoft and Activision have both nuked the CS department for the sake of short term profits. It’s the kind of thing that needs government regulation; no game this large should have a CS base of 3 people and 97 chat GPT programs.
