I got mine while farming Heroic back when DS was current. The Life Binder's Handmaiden was 100% drop at the time (two dropped in twenty-five man) and the Blazing was a low percentage drop from madness.

Regarding your initial question about loot roll mechanics, mounts and pets are on their own roll separate from the standard loot. I'm not sure if mounts and pets share the same slot (as could be possible with Horridon / Ji-kun), but a mount or pet will never replace a piece of gear.
I believe that the only exception to this would be world boss kills, LFR (for minipets), and anything else set to personal loot. You either win an item or you don't.
Regarding your GM information, he's wrong. My druid got blazing off of heroic 25m Deathwing. It drops in both modes, so you should aim for heroic if possible.

Heroic itself doesn't offer any increased drop rate. Some mounts only drop in heroic mode though. Allegedly 25 m does offer higher rate than 10m. Sometimes..

I got one in both normal and heroic in WoD. Definitely drops on both difficulties.

I just got a second Blazing Drake from 10 Man Heroic Madness of Deathwing...I was so happy to see a mount drop thinking "Lifebinders!!!!" only to have overwhemling sadness when it said Blazing Drake...So I immediately googled it, to make sure I wasn't shafting myself by doing it on 10 Man Heroic (for Lifebinders, since I already have Blazing Drake) and ended up here...So if anyone wants further proof, I can provide a screenshot of this sad moment when I just got the Blazing Drake on 10 Man Heroic.

I got my experiment in a 25H, I can confirm that it does drop in Heroic also.

Yes. My husband got it that way a few years ago. Now just waiting for it to drop for me!

Yeah. Personal experience. I only ran 10-man heroic going for all 3 DS mounts and so far have gotten Experiment 12-B twice and blazing drake once.

Yeah, I myself have gotten two experiment 12-B's while still waiting for my Life-Binder Handmaiden to drop. It's frustrating...
I had a game master confirm that the only mounts tied to difficulty are the following:
Mimorons Head is 25-Man
Invincible Reign is 25-Man (Heroic)
And then those tied to MOP/WOD Mythic
This was a couple of months ago so should still be current. All other mounts are listed as separate drop tables (0.5% to 2% access ratio) so the number of item dropped does not affect mount chances at all.

One thing that I can't stand is how low the drop rates get after the content is over and those of us that have no chance to run the heroic when the content is current go mad trying to get the damn mounts!
