The simple answer is that Blizz doesn’t know. Their official response is that he is canon, but they realize they jumped the shark with the whole “he is now the guardian” arc so they de-canonized parts of his lore.
Honestly, the hatred for him from the community is at such a point that we can probably never expect to see him again anyway, so in a way the question is largely irrelevant.
