For example, I just finished the Ashenvale Satyr Slaying quest on my level 40 (mopping up leftover quests) and only got 40 REP with Darnasus. Assuming it is correct since we get sent there all the time, WoWHead says it is 100 REP.
yes if you go back to your started zone to finish quest your getting around 5 rep. Sadly .
I personally its a really bad concept . Since there a job that need to be done you would not be ungrateful to some overqualified help

Yes, reputation gain is reduced when quests are gray. This was changed in TBC.
This is one reason why I wish there was an /xpoff function in Classic – I compulsively do every quest in the game before it turns ‘gray’ to maximize the reputation gain. Eventually, that becomes impractical (especially with rested-XP).
