Does Layering Affect Queues?

I would really like to get an official response from Blizzard. If they have made an official response, please direct me to it.

Do layers lower the queue for servers? When phase 2 happens and layering is gone, will there suddenly be 30k queues?

I think when it comes to convincing people to do the free realm transfers, Blizzard should be transparent about how they expect the queues to be in phase 2 when it will be far too late to change realms.

According to the blue post they expect expect extreme queues when layering is removed.

Based on name reservations so far, the Herod realm is looking to be massively overpopulated. If all existing players on this server remain there, login queues in excess of 10,000 players are a certainty, and possibly much higher than that. Of course it affects queues, that was the whole point.
