Pretty straightforward question… is a max level miner better than a level 1 in any way?
Does the Tauren +15 herbalism bonus make any difference?

I believe you get more per node.
I know with higher fishing skill you get more fish/less junk.
Higher skinning skill means higher rate of leather from each kill.
So I assume it works the same for the other gathering professions. Not sure how much better as I hate gathering.
In older expansions, mining and herbalism skill is needed to gather complete amounts from herbs or ore nodes. If you are under a certain skill, you will only gather nuggets or petals that you have to combine to make single pieces of ore/herbs. The profession skill bonuses allow you to reach the thresholds faster as you can gather lower level herbs/ore longer than normal (up to the amount of the added profession bonus).
In Shadowlands, the amount of skill seems to dictate how much you get from an herb or ore node. The profession skill bonuses should impact this too. I don’t know if you can get more herbs from an herb node on a Tauren than with other characters though.
