I just did Darkshore and the horde orc that usually gives you a weekly Artahi quest for 370 piece, doesn’t give one for the Darkshore Warfront.
Is this normal or is there some pre-requisite I missed?
He should have given it to you. Perhaps you already did and forgot?
No I did not get it either. So I did the warfront to see if it would auto give but nope.

You have to do a short 15-20 minute questline in Darkshore, involving resurrecting a couple of the fallen rangers/wardens. Alliance questline is more focused on Tyrande becoming the Night Warrior, but both have the same “end event” of sorts. If the quest is missing when the Warfront unlocks, you’ll have to do the questline. You don’t have to do any questline to unlock the Arathi cache quest.
To note, the quest for the cache must be taken BEFORE doing the Warfront. This is also true for the Arathi Warfront if I’m not mistaken, I don’t think retroactive credit applies.

Minor note, it’s not a weekly quest for the cache. It’s once per rotation.
