Does conduit ilvl matter or is it bugged?

I just started again and all my conduits are 200. I looked at some 278 conduits and the tooltip says the same %?

Keep in mind that enhanced conduits will have higher %'s than the base version of the same ilvl. If you socket a 278 conduit in an enhanced slot, you’ll see the % go up.

Blizz stated like last week, that text % for alot of conduits are wrong. There has been no change to any of them unless explicitly stated in patch notes.
