Would they balance around Normal raid? Heroic raid? Mythic raid? In M+, pulls of 1 mob? Three? Five? Twenty? What about power in pvp? And should specs that are easier, have more cc, or great off-healing do lower DPS? Should MDPS do more damage than RDPS for the increased damage they take?
Odds are Blizz has simulations running 24/7.

30% less damage where? In raid? M+? Pvp? And what % parses are you talking about?
Why should BM do as much damage as Affliction? One has dots to keep track of, an unforgiving rotation, and lots of casts. One has 5 buttons, instant casts, strong CC, lust, and great mobility.

I think the 50th percentile dps should be similar, but specs that are more unforgiving should have higher 75% parses and lower 25% parses. I say let people choose if they want to have consistent damage or if they want to be rewarded for good play at the expense of being punished for bad play.
Another issue I see is the damage profiles in pvp. Classes that have periods of burst as well as filler periods (like Arcane, MM, etc) are going to blow people up when the damage is high compared to our health pools like it is now.

So they drop whatever the top performance thing is by like 1% every couple months and buff whatever the lowest performance thing is by like 3% every couple months. Over time it balances it all out.
