Any rare here with a long spawn timer that has a 100% drop chance?
Nothing as rare as those two.
Soundless is the closest at something stupid like a 12+ hour spawn and a stupid low drop chance.

Frightened Kodo. Not as rare though.
Isn’t there something in the corrupted MoP area that drops a mount? Like you have to get some kind of drop from the area. Then you can kill the mob and it drops a mount.
The Ivory Cloud Serpent but I don’t think that’s all that rare - once you get the drop you just have to park yourself and make a macro.

Well, I sat there for 30 mins and never saw it. So I classified that as rare. 
It’s pretty easy to get; it took longer to get the lasso to drop than for the rare to spawn. The respawn on the mob itself is about 2-ish hours, and my recommendation would be to wait very high up. If you’re getting poked by the worms you’re probably close, otherwise if you sit too low and the mob spawns, unless you’re in a group camping it you will likely miss the tag… it spawns and zips away really fast.
The two rarest I can think of are the one that drops from Soundless (really long respawn and extremely low drop rate), and Mollie, which drops from Dunegorger Kraulok (I only mention this because it’s a pretty low drop rate and the boss is only up every 6th week).
Oh, I got the lasso on the only two toons i concentrated on the first time they went to that area to do the quests.
2 hours is a looooooooong time for me. 
For me too! I ended up joining a raid group waiting for the spawn. Time went much quicker when I had others to chat with, and I didn’t worry about looking away from my monitor here and there and missing the tag.
