Does Aggramars Stride give speed for Arms Mastery?

I am looking to make on of those crazy movement speed warriors for running old content and Aggramars Stride is a must have for this.

Most of these characters I see are Fury so I was wondering if being Arms would grant you more movement speed from the legendary effect since mastery stacks so much higher in Arms.

EDIT: It also looks like these speed warriors stack haste, does anyone know why? I do not see how haste translates to movement speed.

I believe it scales off the actual rating from your gear, not the % that the rating translates into. Not sure about the haste part. Legendary effects don’t work past lvl 115 though.
