Does a boosted mage get tele and portal to new area?

If I boost a mage will (s)he be able to learn the teleport and portal spells to get to the new area without even going to the area to begin with?

And teleport to Oribos requires 52

No and no.

Teleport is 52. Portal is 58.

Boosts are currently only 50. Change your hearth to Oribos or somewhere you can get to the mage tower in SW fast. After you get the Teleport, you can switch your hearth to your covenant (or wherever else your little heart desires).
