Action pages are the extra bars you can get to with shift+mouse wheel or by clicking the arrow buttons on your default action bar. I’m wondering what you all use them for - if at all - and how you use them.
The extra action bars? I have 6/8 open at all times. 2 are for primary abilities. 1 for navigation, 1 for certain utilities, 1 for trades, i forget the rest.
I think most people who need more actionbars than the default UI allows you to open in the options just use some sort of UI Addon like Bartender (or a more involved compilation like ElvUI that includes the same features) to… open more of the bars at once.
No one wants to use a hotkey to flip bars. That’s very much something that only really makes sense to do as a workaround to make a controller usable in MMOs. (and even then that’s not -quite- how it actually works).
I’d imagine most people actually using the buttons or hotkeys to switch between bars are doing it because they don’t know they can open more in options (or get more via addons) or because they want something like favorite pets and toys on bars but don’t want them on their screen all the time.

I have all the bars possible open and on my UI. Some are used for things like consumables and items effects, but most are for abilities or UI commands.
All my combat abilities are on the primary bars (no shift needed). All the “shift” bars have things like mounts (xmog, auction house, underwater, alt favs, etc.), professions (smithing, fire/cooking, etc.), and toys (transmogriphier, rainbow generator, winter-veil costume chest, etc.).
