I was doing some WQs on my priest alt earlier tonight. I ran across someone who I noticed was getting beat up (must have been low Ilvl) So I threw my fort on them, because, meh why not.
He whispered me with a quick “woah haven’t had someone do that in a long while, thanks”
I thought to myself “Self, you really should buff random strangers like back in vanilla WoW”
\do you still randomly buff strangers?

Even try to refresh cookies on my Warlock before dropping group so they have them in their next adventures

Before I leave a dungeon group I will rebuff mark of the wild or fort
I don’t use it on strangers nowadays because the 3% is not a very big deal in the open world, old fort could give them an extra 30% hp depending on their level so yes I liked to use that (I also liked seeing their hp increase by a lot)

I do if I can catch someone, but it’s a bit annoying recently because buffing AI on someone else makes my own fall off for some reason.
This is one of those back in my day stories but I actually liked the older MMOs that had more buffs that you could hand out. The buffs were meaningful and could help a lot by making combat easier. Especially on lower level people.
I wish WoW had more buffs you could use on people that would make a meaningful difference but it seems as time moves on they keep removing useful buffs.
That being said, even on my paladin, I will toss heals on wounded people that I run across at times when I running around. For the most part, the vast majority of the recipients never acknowledge it and just run on with their business. I’ve even rezzed people and they will mount up and fly off without a word. It’s kind of disheartening to be honest.
Yeah it was hard because I primarily play DK and Shaman, so i never really could, but always liked to on alts. But then they gave Shaman Skyfury so now I get to do it more often.
When I can, for whatever reason not all the buffs can be cast on ungrouped players.
I really miss giving out Dark Intent, but i still give people healthstones and underwater breathing all the time 
Yes, all the time. If I am on a class that has a group buff, I will hand out the buff if I am not busy doing something else. For sure. I also will randomly help (be it fight or just healing spells) if I see a mob/group of baddies is taking health bars down.
Sadly as a evoker i cant buff people
