Do Vexiona stacks drop when you grab the orb or when you use it?

I thought the stacks dropped when you used an orb, but I was reading a guide yesterday, and it said the stacks dropped when you grabbed the orb, and included instructions to hold a void until the right time before killing it.

I tried to do raid finder to find out which it was, but there don’t seem to be any stacks in raid finder.

So which is it?
