They do not stack in neither damage amplification or stacks of the debuff, judgement only replaces exisitng judgement debuffs.

Yes they stack but the judgment debuff gets spend by your templar’s verdict before the divine storm hits.

Yes they do stack. Just judgement your target, hit something else with your TV and the Divine Storm will hit that judged target 2x 25% harder.
How it works essentially is:
You’re gonna cast Final/Templar Verdict, the judgement effect will be consumed and the TV will be empowered by 25% from judge. Then the free DS with 25% extra damage will trigger from Vanquisher’s Hammer.
So yeah, you can essentially stack it so they will work together. But if you question, will the judgement bonus affect both the TV and DS from Vanquisher’s Hammer, thats a no, it will only benefit the TV/FV first.
