The characters are their property so yes.
(But someone really needs to teach them how to write good fan fiction and not the sacrifice everything to make my fiction look good writing style.)

I don’t know if it really counts as fan-fiction when they are in fact writing the current canon version of the story.
I have to say… watching someone with giant green shoulders and a giant green field-goal of a helmet spin around like that and moon-walk out of a room is amazing.
The writers can write whatever they want.
It is their story to tell.
I think what we’re experiencing is more like this:
Someone sent up a rocket full of stories, then got canned. The folks on the ground had to guess where it was going land and then write a backstory that worked in the wonky context they were handed. I don’t think they did a great job, but I don’t think this was anything like the way they planned it and they probably regret having to be part of it at times.
My hope is that we’ll get stories started and finished by the same folks, which should help a ton.
I can’t be too upset that their fanfiction doesn’t match up to my fanfiction. It’s their story after all.
The writers own the copyright to the story so how would they be writing fan fiction of it?
Fan fiction is a fan writing fiction using an established property.
These are professional ( ) writers using their IP. So, regardless of quality… No, it’s not fanfiction. It’s still abysmal though.

This reminds me of a player that came on here a long time ago whining and crying that Worgen Druids were “fan fiction”.
It’s their story, like it or hate it, it’s what it is.
The consumer of a story doesn’t get to decide what’s part of the story and what isn’t. Only what you like about it and what you don’t like. Looking at you, too my fellow Star Trek fans.

Oh that could be interesting to explore though, re: the role of creator and audience in a story. I mean, if I missed part of a story rather than choosing to ignore it, it’s still the story I’m experiencing, and it’d be hard to call my experience wrong.

No, because it’s just fiction. They own the IP. Fanfiction is made by using an IP that doesn’t belong to you.
