My virulent plague lasts 13.5 seconds in PVE, but like under 7 in PVP. Is this just one of those PVP specific balance changes, and does it apply in arena as well?

Oddly enough it doesn’t seem to have that effect on PVP training dummies. I’d imagine in War Mode it would also not do that. Is this a BG only thing? Sometimes it does oddly seem like it it lasts like at least 9 to 10 or maybe even the full 13.5 seconds, and other times it runs out super fast.
Is there another post about it, or patch notes anywhere? I can’t find nothing by googling. I wonder if other classes have this too. Warlocks, or feral druids? Or just us?
PvP Training Dummies don’t seem to cause many PvP modifiers to activate. They used to activate PvP talents before War mode was a thing, but now they don’t seem to do much.
that’s so ridiculous. is there a list that shows which abilities are nerfed in pvp?
