As we all know, the Pre-Patch made a variety of changes to leveling, mainly with Chromie time. Only problem is, is that its broken beyond repair.
Wrong Layers/. The ‘Stuck in Legion’ bug is known, but this has been applied to effectively every single inch of using Chromie time. Numerous players have reported on my realm alone issues where by using Chromie time, they could not start BFA as the NPC’s to do so got layered away.
Overlapping Layers. If you reach Max level right now on an Alt, it is highly plausible you will be unable to start any content from 8.3, as if you attempt to speak to Anduin you will only find the lightbulb sitting on the throne.
Heirlooms. Heirlooms have been changed, and not for the benefit of players. This wouldn’t be a problem itself, except if you outlevel your Heirloom gear, you no longer benefit from any bonus on them. This means that if you are not at max heirloom level on all of your pieces, you will simply begin losing the already minimal bonuses on heirlooms.
How can this all be fixed? One, fix the horrendous layering issues. These issues never existed in the previous mess of expansion hopping, and yet they still managed to make it go this bad. Heirlooms should also not simply be disabled when you outlevel them.
They fixed that around four days ago or so, I should know, I was stuck with those bugs for my Alliance characters and now it works perfectly fine, both Horde and Alliance.
My heirlooms are maxed out. If you want the benefits of the stats, you have to upgrade them like every one else does. The removal of XP isn’t even that big of a deal considering you sneeze and you level from 1 to 50.
I started a Druid today and I’m already level 40.
If you want faster leveling, use the pots from Battle for Azeroth or level with War Mode on.
I strongly disagree. Leveling is so good right now, I could level every single class to 50 without getting bored or irritated by the gripes you experience.
Previously, if you outleveled heirlooms they would still be effective. Heirlooms did not have to be nerfed even further than they were, and the bonuses are so minor in respects to what they once were that the heirlooms could give a bonus after you reach max level and it still wouldn’t change anything. The disabling of them if you outlevel them reeks of fun police being called.
And I can’t even understand why you think there’s a problem with heirlooms. That’s clearly intended behavior, as there is a clear solution that has been implemented: buy the next level of upgrade.
Effective as in you still received an XP bonus, sure. However, if you wore heirloom gear and didn’t upgrade it, that means you were slowing others down if you did dungeons with suboptimal gear on. Stop being lazy and buy an upgrade for them.

Except that the benefits of the stats was already capped when you did not fully upgrade them. Removing the set bonus was unnecessary at best. You are already punished for not upgrading, however blizzard decided to further punish players. A “4Head” solution to a problem is not a solution.
They are still very effective. While lvling toons I have not had to worry about helm, neck, shoulders, chest, back, pants, rings, trinkets, or wpns at all. And when I do get a drop that could replace one of those the ilvl is usually only 1 lvl greater and once I ding that is no longer the case. Also lvling is super fast, fastest it has ever been.
Heirlooms have always been effective in that regard. However, the bonus abilities tied to Heirlooms only incentivise not playing the game through rested experience, and the additional bonuses are either negligible, or often useless despite what appears to be surface level usability. Ie, the Aoe upon leveling which is rarely used as you will often ding while turning in quests or at the end of a dungeon.
You not having issues does not mean that others don’t.
Faster does not mean it is an effective, or well designed system. One example of this is the HoA, where you now have to reach Max Level to use it, despite it previously being readily available once you began BFA content.
I am fine with the changes to heirlooms as they are just autoleveling gear but I think the price should be lowered (by 1/2) because now I feel they are too expensive to upgrade for what they now do. When they were a xp buff that was different.
You can max out more then one alt a day, layering isn’t as botched as you say, and heirlooms are still strong af, I know because I’ve compared them to my twink gear to examine how better or worse they are to what I use in multiple brackets.
This is the best time to level characters, in prepatch, so they can get catch up gear very quickly in the launch event.
