I’ve gone back to playing in Legion and see that my herbing is at 1. All I’m getting from Starlight rose is dust. Is this a bug? Why should I have to redo it all when I was max’ed out before? Do I need to put in a ticket?
Have you purchased and used the Legion book that reteaches you the recipes you learned from the quests? If you have, or if you haven’t switched out of Herbalism, then you probably should submit a ticket.
They introduced a new profession scheme by xpack concept with BfA. Now with each xpack you will start at 0 for its gathering. However, the older stuff should still be in your spell book, but collected under a past xpack’s header. So your legacy info should still be there, however you will start at 0 for BfA content.
I opened a ticket and they said I would have to get the 800 gold book to get my stuff back even though I have always had herbalism. Didn’t seem fair at all but not worth even trying to workout. Just another waste of time I guess.

What was your herbalism level before the 8.0 patch? If it was under 700 what you are seeing is correct.
Did you drop herbalism and then just now re-learn it? If so, what you are seeing is correct. As others have pointed out you can pick some of the quest-related ranks back by using the books. Your skill will be level 0 until you get retrained in legion herbalism and then it will be level 1. You will also need retaining other xpacs herbalism.
If you never dropped herbalism and if it was at 800 before the 8.0 patch, open a support ticket and insist on Blizz fixing it. I think I remember that happening to a few players, but if that’s what happened to you it seems like you should have noticed that long before now.
