Do fishing enchants scale with level?

I just bought an enchant that was listed as +40 perception on the AH, but when applied to my Fisherfriend, only gives a +15 perception boost. The character is level 62, the Fisherfriend is 346.

Enchants scale with character level. The displayed value is what it will be at 70. At least it will level up as you do.
