By better, I mean, more interesting and fun.
Currently lvl 58 devastation evoker. I find the gameplay incredibly boring and lackluster. Would love to know if it gets exciting at some point. I like the way my dragon looks and the spell Eternity surge looks super cool while powering up. That’s pretty much it. Not sure if I should bother to push to lvl 80.
Hmmmmm, hard to say. I’m not sure what abilities you have at 58. But Evoker really opens up at 80. Flameshaper gives you Engulf, a big damage cooldown that gets stronger with more dots, but the setup can be tight. Scalecommander is more proc-based and gives better control over Deep Breath. I like Flameshaper for PVE and Scalecommander for PVP, and in PVP you can easily top charts once you get good with it.
Devastation doesn’t get Chronowarden except for Augmentation, and they get Chrono Flame, and its cleave damane along with the set bonus is pretty insane. Aug is fun, but the timing can be strict since you have to keep Ebon Might up.
The rotation overall flows really well. Scalecommander feels easy, while Flameshaper and Chronowarden feel tougher. The real fun of an Evoker is the mobility because since thier cast range is so short, Evoker’s have to constantly move around during dungeon mechanics or PVP while still doing their rotation. And considering how you’re level 58, you’re not going to experience what makes a Evoker really fun until you get into heroic / mythic dungeons and pvp.

Most of evoker’s DPS loop is very talent-enabled and it feels much better at max level.
I also don’t think judging the enjoyment of a spec off its leveling experience is necessarily the best way to decide if you like something.
Definitely would recommend getting to 80 and getting some decent gear/content going and it definitely feels much better.
Could just not be for you, but you’re never going to know that when you’re not even 80 with decent gear.

Flameshaper hero talents step away from the disintegrate spam to mix in more fire abilities. That combined with mastering your movement abilities to constantly be close enough to deal damage and far enough to avoid damage make evoker gameplay energetic, especially when it comes to positioning for effective frontal attacks and deep breath fly over attacks.
Plus, dragon make big boom booms and fly away. If that doesn’t sell the class I don’t know what will.

Only thing I would say about flameshaper is that you shouldn’t get too attached to the play style. It’s going to get radically changed (for the better IMO) in Midnight.
Personally when I was leveling I went all in on the Blue side of the Devastation tree (I’m a big fan of blue dragons). So I loved Disintegrate, Azure Strike, and the Eternity Surge abilities, so leveling wasn’t an issue for me.
