If I buy epic flight form, do I need to do the quest in order to utilize the faster flight form or can it be learned from the trainer?
Nope, you just buy epic flight from trainer.

For the Swift form, I believe 71 is correct.
Right. As in original wrath, you have to be level 71 to learn it, You still must have bought epic flying for 5k (or 4k discounted). Doing the chain will let you get it at 70 and the achievement.
Yes the achievement. And possibly the mount as well. Of course, you could get a few levels and better gear, once wrath is out, and solo it with ease.
