Because it feels like they don’t, judging by how awkwardly the class is being handled.
Balance started off as a meme spec, where Starsurge literally did less damage than Wrath, and the devs massively over-buffed it to the point where it became a menace in PvP, and now they’ve over-nerfed it back to “less damage than wrath”, and the spec is back to being bottom-tier DPS. Even with the extra buff to Starfire damage, we’re still bottom 3. Yeah, Starsurge was massively OP, but nerfed way too hard, with Wrath/Starfire/DoTs not getting buffed enough to compensate.
Feral DPS started off pretty nice, getting great utility (windfurry) and some thicc DPS to boot, but Mangle got a bit nerfed and the spec has fallen off in P2, now also bottom-tier DPS. Though this might be because of Gnomer bosses having way too much armor. They’re pretty much only brought to raids for Windfury.
Feral Tank was pretty bad in phase 1 due to having zero AoE threat and being ragestarved most of the time, not to mention having the lowest DPS of all the tanks. Nothing at all was done to fix it other than reducing the rage cost of Lacerate, which helped a little but didn’t really make the spec much better. Wild Strikes sharing a rune slot with Survival of the Fittest is awful. Lacerate sharing a slot with Mangle is awful. We are getting some buffs…next reset, not sure why they’re making us wait, but now Berserk will actually work with Lacerate, and Swipe is getting a big buff too. Hopefully this will make Bears actually competitive tanks again.
Resto is arguably our best spec right now, but even that has its issues. Wild Growth is very powerful, but the other healing runes range from “meh” to “steaming garbage”. Lifebloom costs way too much and heals way too little. Same for Nourish. Living Seed is actively trolling to pick because HoTs can’t even crit, and we don’t even have much crit to begin with. Right now, Resto is pretty much a DPS that occasionally casts Wild Growth or Rejuv or throws out an instant HT to spot heal. It feels less like a healer and more like a “support” or an “off-heal”.
It’s definitely an improvement over base Vanilla, but so many aspects of the new SoD elements are just awkwardly implemented or feel like they weren’t tested at all.
