Instead of having to take Asphyxiate as a class talent then also spending a PvP talent for one ability.

Agreed.

If Blizzard doesn’t want PvE silence option for some reason, they can go the Shaman (Farseer) Ancestral Swiftness route and allow taking Strangulate without Asphyxiate, and if you have Asphyxiate already, Strangulate replaces it and has 10-15 sec reduced CD.
