I’m not sure if this is working correctly or if it’s just me.
It seems the stam increase from frost pres is giving very little to me, especially now in much better gear (brutal glad). I feel like the hp boost i got before was much significant, while i was also in much worse gear.
anyone have similar experiences or thoughts on this?
Why not just look at your stamina stat with the stance on and off and compare?

Is it supposed to be 8% of your total stamina from gear? Or 8% of your bases stamina?
1 would result in a permanent 8% increase, 1 would not.
Right, it doesn’t specify only from gear.

That’s correct. I haven’t looked into it so I could be wrong. It if it’s your base stamina, then it would make sense that the increase feels worse with better gear due to it not scaling.
There is a blood talent to increase stamina by 3%, I imagine the 8% and 3% dont stack multiplicatively. Maybe it only looks like a 5% gain because you are basing the “base” stamina against a number thats already boosted by talents and other buffs.
Example:
100 stamina + 3% = 103 stamina
100 stamina + 11% = 111 stamina (3% talent + 8% frost presence)
111 stamina is a 7.7% difference compared to 103
100 stamina + 13% = 113 stamina (3% talent + 10% kings)
100 stamina + 21% = 121 stamina (3% talent + 8% frost presence + 10% kings)
121 stamina is a 7% difference compared to 113
I am unholy. 
So if I look at the actual Stamina itself, it does get multi by 1.08 from 839 to 906.
Max health just seems weird still.
I went from 436 to 470. a 7.8% increase.
436 * 1.08 = 470.88. So it looks like it just floors it.
I think the rule of thumb is 1 stam is 10 hp, but that isnt entirely true. It scales weird. So according to an old article written in 2008 whose sources are now all dead links, the first 20 points of stamina grant 1 hp, all hp after grant 10 hp.
I would expect 839 stamina to be about 8,210 hp. 906 stamina to be 8,880 hp. Which would be an 8.1% increase.
1030 with no presence, 1112 with frost pres. That is 8% when rounding off the 0.4% which I would expect.
