I see regularly people suggest that it should always generate 5 holy power regardless of how many targets it hits. While this is nice I imagine Blizzard wouldn’t want to do that because we’d just be even more bursty… So I propose another change, a variable cooldown.
If it hits 5 targets, the cooldown is the current 1 minute, if it hits 4 the cooldown is 48s, 3 is 36s, 2 is 24s, 1 is 12s.
This keeps the burst down and also keeps it from being useless in ST.
I think its fine to desire 5 HP all the time. Its the only ability of the four that is entirely useless single-target and only moderately stronger in an AoE situation. For Holy Paladins they are likely always going to have 5 Targets, but the same is not true for the only two specs.
I only really heal so I don’t care, but I can’t imagine a Holy Paladin that will obviously go Kyrian for the insane spell only to switch Ret OS and do 25% less overall damage just for being the wrong covenant.
