Divine Storm seems to be bugged so that if it would hit multiple enemies, and one of them has a Judgment debuff, it only damages that debuffed enemy and not any others.

The Divine Storm cast at 1.37.935 only hits one Unstoppable Abomination, instead of all 4 targets in range. This happens consistently on every log I’ve seen in Sanctum of Domination so far, but it doesn’t seem to always happen outside of instanced combat.
It probably has something to do with how Divine Storm used to prioritize hitting debuffed targets when it was still capped at 5 targets, and that’s affecting how it works now that it’s uncapped in 9.1.5.
