So they don’t stack. Well, I guess I won’t be leveling until Blizzard addresses this.
It’s still higher than without the EXP buff month, but it’s still bugged either way.
Without the buff, with only heirlooms, you’d have +50%. With the EXP Buff and half effective heirlooms, it’s +125%. Monks would have +100%, but with EXP buff, 150%.
It SHOULD be 150% and 200%, respectively though.
If I’m reading this right, then the monk and heirloom buffs are still based on the base xp, then added to the xp bonus from this “event”, and all of that then added onto the base xp.
It’s not necessarily a bug, but we won’t be able to know unless Blizzard says something.

Isn’t it just that the two are not multiplicative?
If you’re getting 100% + 100% + 5%, that’s 205% of base XP value.
However, if you’re thinking multiplicatively, you’d think to apply the heirloom/monk buff after, so you’d be getting an additional 5% of 200, which is 10%. With that being the baseline for your thought process, 2.5% would be the correct observation, as 2.5% of 200 is equal to 5% of 100.
