Outlaw doesn't use daggers, its how was designed I guess? Something about the attack speed modifier of daggers I think.

Daggers that are equipped on your main hand won't allow dispatch to work, however having a 1handed weapon (axes, swords, fists, maces) with a dagger on your offhand will allow dispatch to work. The reason? No idea, stupid requirement.

A dagger is a one-handed weapon.. Dispatch requires specific weapon types, not just one-handed.
Just like mutilate requires two daggers..
Note: You CAN use Dispatch with an offhand dagger.
Blizzard has already talked about this and said it was an oversight.

It's because Outlaw is a spec built entirely around using non-daggers. The spec is entirely physical and thus requires weapons with high weapon damage. Daggers are fast, but weak in weapon damage, and make up for it with modifiers on special abilities and things like poisons or CD modifiers like sub. Outlaw doesn't have that. Just a raw spec based on high weapon damage weapons + physical abilities and a ranged kidney that can't be dodged or parried. Or blocked.

All my heirloom weapons have the same damage stats though.

I don't think there's really any abilities that rogues have that are based on weapon damage like they used to be.. the dps difference from using my 345 weapons vs my warglaives is minimal.
It may be an ability but if you click on outlaw on the talent selection page it says preferred weapons: axes, maces, swords, fist weapons. Click on sub or assassination it says preferred weapons: daggers.

Nice. Not sure if I should switch to assassination while leveling.
Outlaw is the Pirate-y/Swashbuckler-y build. You know, rapiers, scimitars, and the like. Also, GUNS.

Sounds like they fixed the tooltip since beta, then. In the beta IIRC it actually said "Requires one-handed melee weapon"... and didn't work with daggers. This was reported by many players and then actually changed, so anyone who says Blizzard never listens to beta feedback is a liar.
Assassination requires two daggers.
Subtlety requires a dagger mainhand, offhand can be anything.
Outlaw requires a non-dagger mainhand, offhand can be anything.
The first two requirements have been around for a long time and the last one is new to BFA. Breaking these rules will disable at least one core rotational ability of your spec and make you pathetically weak, so don't do that.

Stats, yes. Weapon damage, no. Which is what I was highlighting.

I did outlaw while leveling, but assassination is fun as well. The ranged stun on Outlaw makes it a lot of fun though - and it hits very hard. While leveling, it's totally up to you.
Since when is a dagger NOT a melee weapon. I try using dispatch on my Outlaw Rogue and I'm told "You must have a melee weapon equipped in your main hand." WTF Blizz?? It sure as hell isn't a ranged weapon or spell. I like the speed provided by a dagger in my main hand but it nerfs my dps. Idjits.
