I just started leveling a rogue because you know why not. Picked outlaw as my spec and come level 22 my finisher which id been using for the past 21 levels gets replaced with dispatch. Now I can no longer use it. It gives me a red text saying to equip a one handed melee weapon. Um I have 2 daggers equipped are they not classed as a melee weapon?
Is this a bug or is this intended?
Sword /axe/mace/fist only can use a dagger offhand but main hand has to be one of those.

Why doesn’t the tool tip say that then? 
Blizz doesn’t document everything. Some of the most important information, you’ll have to figure out on your own or by info-sharing in the community.
It’s weak, but Blizzard seems to be OK with it and has been for as long as I can remember.
