Anyone have a items/tips on how to dismount/slow mounted people in WPVP?
I think anything that will slow someone who isn't mounted will also slow someone who is mounted. The key is seeing them soon enough to kill them while they're still in range.

Will the Net-o-Matic work on ground mounts?

No. It only works on flying mounts, and doesn't work on "flying" mounts that are on the ground. It's one of the main reasons I want flying back in. Net-o-Matic kills make me giggle every single time. Darkshore pre-patch with Net-o-Matic was a blast.
Hoping there is a BFA equivalent to Salt-Hardened Shell at some point. It worked on land or flying targets. Too bad it doesn't work on anyone over level 110. Back in Vanilla I always carried Discombobulator Ray because it dismounted players as well.
There's tailoring nets, but you have to be a tailor.
