Disc Priest question

Can a disc priest literally fear a mob of I dont know…30 NPCs and keep them feared for god…maybe 30 entire seconds while theyre all being beaten down by players?
I thought Howl of Terror was awesome on warlock but if priest has something like that Im going to have to roll a disc again

EDIT…asking because I just witnessed it in a leveling dungeon

But it does have a cooldown. Not sure if there are talents that change it.

Ill check that out.
It almost seemed to be too powerful. The entire mobs would just let us beat them down until they were dead. lol…and it wasnt quick.
