When healing as discipline, flash heal does not apply atonement. Neither the proc’d flash heal nor the hard cast flash heal apply atonement to target in party/raid. Since I have the binding heal talent, I do get the heal and I do get atonement. I’ve tried resetting my talents at the suggestion of a friend.
