It wasn’t great in PvE last season. Though I agree it was pretty good in Arena.
I played it a bunch, but being real, it had moments where it could feel strong, but the moments were far enough apart that you just couldn’t easily do high level key on it. It was possible to climb, sure, but you were just ultimately hurting group damage to do somewhat equivalent healing to the VW spec. Meanwhile every single damaging event on VW was basically just popping bender and doing massive overhealing to everyone. Oracle had to make sure they had the right prem before a damage event and play it well or people fell over.
Twinsight changed all that for PvE because you’re baseline fairly strong without Scov, and, more importantly, you instantly stack Weal on every penance cast. And luckily for Oracle it came with a bunch of other buffs too. The spec is still fairly weak in damage, but at least now it’s got a ton of shielding and the HPS is solid even without being reliant on Scov.
