Believe that NPC came well after classic
No you can L2Tink or you can level out of the bracket
XP off is a crutch

There was no XP awarded in PvP, so I doubt you’ll have issues.

So, you have no problem with them removing the ability to sort your characters on the selection screen.
Personally I would be perfectly fine with that.

It’s not a big deal, just farm your dungeon gear at like level 15 and then be careful.
Nah that’s a quality of life that makes twinking way too easy. If you want the bis gear then you gotta plan it out.

Pre plan is the key to not leveling. Oh and not being kited into unexplored portions of the map.
Just park your toon in Org and you’ll never level.
The experience eliminator didn’t exist in classic but neither did xp in battlegrounds until patch 3.2.0, just don’t kill any more mobs, do dungeons or quests with that character and you will be good.

No xp in bgs in classic
Part of the challenge of twinking was getting all of your BoP and quest gear withing the allotted exp window. This challenge is also why twinks were so much more powerful than other similar leveled players. Turning off xp would force blizzard to nerf some of the twink pieces so that they don’t become a problem.
