Nope. It hasn’t shown up on a single US realm since last July.
They may be lootable through the crates but I’ve yet to see anyone come out and state they’ve received it that way.
If you can click on 10 Dinosaur AH NPCs in a row, without any of the players moving, you get the mount.

Step 1. Delete your US account and open an EU account.
Step 2. Grind gold cap.
Step 3. Download TSM and pay money for their advanced features sub.
Step 4. Use Discord to find…certain individuals who will trade you cross realm gold when required in exchange for more money.
Step 5. When it pops on a servers BMAH, quickly use the cross realm money traders to acquire gold cap on the server it’s available on.
Step 6. Try to bid gold cap on the BMAH only to find that you can’t because someone else beat you to the gold cap bid.
Step 7. Cry.
^This is legit what actually happens in TSM circles. How TSM hasn’t been banned yet, I’ll never know.
