Dimmed Primeval -Elemental Storm Drop

Hey all. So I just got a Dimmed Primeval Storm drop. The internet (and the item description) tells me it’s 1 part of completed item, which the internet says is a trinket. From what it tells me however is that it’s an heirloom trinket, but these posts (fan site or comment) are from DF pre-launch. Anyone know if this is still the case, or has Blizz updated this item to be a lvl 70 item now and if its any good?

This is for the same heirloom trinket that was available in the pre-patch event.

It’s so that people who didn’t get it during the event still have a chance.
